Representatives of the Qualifications Agency participated in the first partner meeting of the Erasmus+ project JIBE, held on June 30 and July 1, 2026, in Zagreb, organized by the Craft School.
The JIBE project brings together ten partner institutions from Croatia, Slovenia, Serbia, Italy, Austria, and Slovakia:

During the two-day meeting, partners presented national qualification systems and exchanged experiences regarding qualifications at level 5 of the European Qualifications Framework. Special attention was given to the concept of joint qualifications, project implementation methodology, project activity management, quality assurance, and dissemination of results.
The overall goal of the project is to develop and test innovative joint approaches in the field of electrical engineering, in the area of post-secondary vocational education, through collaboration among institutions from six partner countries. The project aims to create a highly qualified and mobile workforce capable of responding to technological changes and contributing to innovations in practice and vocational education policies.
The key objective of the project is to develop and test the joint qualification "Specialist for Smart Buildings" at level 5 of the European Qualifications Framework. Within the project, an innovative framework for qualification recognition, support for mobility, and increasing the attractiveness of vocational education will be developed, in line with modern technological development and the needs of the economy.
The participation of the Qualifications Agency is of particular importance for ensuring the systemic connection of project results with the National Qualifications Framework of the Republic of Serbia. With its expertise and experience in developing qualification standards, linking education and the labor market, and improving the quality of vocational education, the Agency will contribute to ensuring that the new joint qualification is based on clearly defined learning outcomes, relevant competencies, and real needs of the electrical engineering sector.
The Agency will actively participate in the analysis of existing qualifications and national systems, the development of the concept and structure of the joint qualification, the definition of mechanisms for its recognition, and the exploration of opportunities for applying project results in the national context. In this way, the Agency contributes not only to the implementation of project activities but also to strengthening the international comparability of qualifications, the mobility of students and employees, and better alignment of education with the needs of the economy.
The collaboration between the Qualifications Agency and the Technical School Vlasotince, as a partner from Serbia, is of special significance. By connecting the systemic and professional experience of the Agency with the practical experience of the school, it will be possible to test and evaluate the developed solutions from the perspective of their applicability in educational practice.
The first partner meeting marked a successful start to international cooperation, enabled the alignment of common goals, and laid the foundations for the implementation of activities throughout the duration of the project. By participating in the JIBE project, the Qualifications Agency continues to strengthen its role in the development of modern and internationally comparable qualifications and in improving the vocational education system in the Republic of Serbia.
