The delegation of the Republic of Serbia, which included representatives of the Agency for Qualifications, visited the People's Republic of China on an official visit from July 18 to July 25, 2026. During their stay in Beijing and Chongqing, meetings were held with representatives of universities, educational institutions, institutions responsible for international academic cooperation and recognition of educational credentials, as well as with representatives of the economy.
The visit focused on the exchange of experiences in the field of qualification development, informal education, quality assurance, the application of artificial intelligence in education, student mobility, and cooperation between educational institutions and the economy.
In Beijing, the delegation visited the Chinese Service Center for Academic Degrees and Education – CSCSE, which operates under the Ministry of Education of the People's Republic of China. The discussions focused on enhancing educational cooperation between Serbia and China, increasing student and academic mobility, and improving the procedures for recognizing educational credentials and other acquired qualifications.
The possibility of enhancing cooperation in the field of evaluation and recognition of education obtained abroad, as well as the exchange of information about educational systems, institutions, and study programs in the two countries, was particularly discussed. Representatives of the Agency emphasized the importance of transparent and reliable recognition procedures for continuing education, employment, and promoting international student mobility.
The Agency for Qualifications will support the development of procedures for recognizing learning outcomes, subjects, credits, and other credentials acquired during student exchanges. The goal is to enable students to continue their education without unnecessary obstacles and to adequately evaluate the results achieved during international mobility in further studies.
During the visit to Beijing University of Posts and Telecommunications, discussions were held about the development and promotion of programs in the field of artificial intelligence. A special topic was the possibility for the University to offer courses on artificial intelligence to students in primary and secondary schools in Serbia.
The Agency for Qualifications can provide expert support in defining clear and age-appropriate learning outcomes, program structure, quality assurance, and determining the competencies of implementers. Cooperation could include pilot programs in selected schools, teacher training, development of bilingual digital materials, summer schools, online workshops, and research on the knowledge and needs of young people and teachers in the field of artificial intelligence.
It was emphasized that programs aimed at young people, in addition to acquiring technical knowledge, should contribute to the development of critical thinking, understanding of data protection and digital security, as well as the ethical and responsible application of artificial intelligence.
At Beihang University, discussions were held with representatives of the Faculty of Aerospace Science and Engineering about potential cooperation in the field of drone technology and the development of standards and curricula. Opportunities for exchanging expertise and linking educational programs with modern technological achievements and labor market needs were considered.
As part of the program, visits were also organized to primary and secondary schools in Beijing. The delegation became acquainted with the operational models of Chinese schools, the use of modern technologies in teaching, the development of student competencies, and programs for international youth cooperation. Discussions were also held about the possibilities of establishing partnerships between schools in Serbia and China, student and teacher exchanges, and the implementation of joint educational activities.
In Chongqing, a ceremony was held to initiate the recognition process for the course “Basics of Ingredients and Spices for Hotpot”, as well as a professional meeting with representatives of the Faculty of Food Science and Engineering at the University of Technology and Business in Chongqing. Discussions were held about the development of training programs, defining learning outcomes, and the possibilities of their recognition in the system of informal adult education.
Representatives of the Agency presented the process of obtaining the status of a publicly recognized organizer of adult education activities – JPOA. It was particularly emphasized that accreditation includes the assessment of the quality of programs, learning outcomes, methods of verifying achievements, competencies of implementers, as well as spatial, technical, and organizational conditions for conducting training.
It was emphasized that accreditation is not just an administrative procedure, but a mechanism for ensuring quality and trust in the knowledge and skills acquired through informal education. Special attention was paid to the possibilities of adapting programs to the needs of participants and the labor market, with clearly defined learning outcomes and reliable procedures for verifying acquired competencies.
During the visit to institutions and enterprises in Chongqing, the delegation had the opportunity to learn about the connection between higher education, professional development, and the needs of the economy. Experiences were exchanged regarding the importance of practical teaching, modern equipment, and the continuous adaptation of programs to technological and economic changes.
The visit confirmed the importance of institutional cooperation in the development of modern, flexible, and quality education and training programs. The Agency for Qualifications will continue to support initiatives that contribute to the improvement of qualifications, recognition of acquired knowledge and skills, development of digital competencies, and linking education with the needs of individuals, the economy, and society.
