ABOUT THE CENTER

The Center for the Development of Qualifications and Support for Sectoral Councils of the NQF (hereinafter: RKiPSV Center) is engaged in organizing the qualifications system, developing qualifications, conducting research and analytical work for the needs of sectoral councils, creating standards and programs for vocational training and education according to extracurricular regulations, as well as additional quality standards in the areas of preparing the national qualifications framework within the scope of the sectoral council it coordinates. The Center is also involved in ensuring quality in the development, acquisition, awarding, and recognition of qualifications obtained through formal, non-formal, and informal pathways.

QUALIFICATION STANDARDS

Overview of new qualification standards adopted from 2020 onwards for:

  •   NQF level 3 obtained by completing secondary vocational education lasting three years, or through non-formal adult education,
  •   NQF level 4 obtained by completing secondary education lasting four years (vocational, artistic, or gymnasium), and,
  •   NQF level 5 obtained by completing master’s or specialist education lasting two or one year, respectively, and non-formal adult education lasting at least six months.

DEVELOPMENT OF QUALIFICATION STANDARDS

The development of qualification standards involves the Agency for Qualifications, the Sectoral Council, and the Council for NQF, based on whose proposal the Ministry of Education, Science and Technological Development (MPNTR) adopts an act on the adoption of qualification standards, which is published in the Official Gazette of the Republic of Serbia.

The initiative for developing and adopting standards for a new qualification can be submitted by the Sectoral Council, the Council for Vocational Education and Adult Education, the National Education Council, the National Council for Higher Education, the National Employment Service, a school, a higher education institution, a state authority, and other legal entities (business companies, public institutions, etc.).

The initiative is submitted to the Agency for Qualifications. Upon the Agency's recommendation, the initiative with the accompanying elaboration is submitted to the relevant Sectoral Council.

If the Sectoral Council concludes that the initiative is justified, it makes a decision to develop the qualification standard and instructs the Agency to draft a proposal for the qualification standard. The drafted proposal for the qualification standard is submitted by the Agency to the Council for NQF. In the case of a positive opinion from the Council for NQF, the minister adopts an act on the adoption of the qualification standard and publishes it in the “Official Gazette of the Republic of Serbia – Education Gazette.” Based on this act, the Agency registers the qualification and the Qualification Standard in the NQF Register.
