The ENIC/NARIC Centre is an organisational unit of the Qualifications Agency that conducts the procedure for the recognition of foreign school documents. The recognition of a foreign school document is carried out in accordance with the provisions of the Law on the National Qualifications Framework of the Republic of Serbia (“Official Gazette of the RS”, nos. 27 of 6 April 2018, 6 of 24 January 2020, 129 of 28 December 2021 – other law, and 76 of 7 September 2023), unless otherwise provided by an international agreement.

Professional recognition of foreign higher education diplomas
INSTRUCTIONS AND GUIDELINES FOR FOREIGN CURRENCY PAYMENTS

Based on the Opinion of the Ministry of Education, Science and Technological Development, number 612-00-00319/2022-06 dated March 14, 2022, foreign higher education documents obtained from accredited higher education institutions with instruction conducted outside the home country can be recognized if the home country guarantees the quality, which is proven by the accreditation of the home institution and the program attended outside the home country or the accreditation of the program attended outside the home country by the founder.
The Agency for Qualifications will begin recognizing diplomas from higher education institutions that:

  •  were obtained at a branch of a university whose headquarters is located in another country
  •  were obtained at a university that has accreditation in another country, in relation to which the Applicant for the recognition of the foreign higher education document is obliged to submit, in addition to the documentation prescribed by the internal procedure of the Enic/Naric center of the Agency for Qualifications, an official confirmation of the quality of instruction abroad issued by the accredited home institution (institution of headquarters).

ROLE OF THE CENTER
  • collecting and providing information in the process of recognizing public documents obtained abroad;
  • conducting the evaluation process of foreign study programs for employment;
  • providing information about independent higher education institutions and the education system, for the purpose of recognizing domestic higher education documents abroad;
  • comparing domestic and foreign education systems, duration of education, and curricula;
  • providing assistance in the work of the commission established by the director to give expert opinions in the process of the initial evaluation of foreign study programs; participating in the work of the expert commission for establishing facts relevant for decision-making, as needed;
  • cooperation with the Ministry of Foreign Affairs in collecting data necessary for the recognition of foreign school documents;
  • accepting applications for the recognition of foreign school documents;
  • conducting the process of recognizing foreign primary and secondary school documents;
  • conducting the process of recognizing foreign primary and secondary school documents; conducting the process of recognizing foreign higher education documents for employment (professional recognition);
  • keeping records and archiving documentation on the recognition of foreign school documents;
  • networking with ENIC/NARIC centers and other organizations that carry out qualification recognition.

  • other tasks in accordance with the law, the Statute, and other general acts of the Agency.
